The PTRC does not know if the “Proposed Port Tobacco River Environmental Recovery Zone” has been formally submitted to Charles County Government. In any case it will soon begin the administrative process through the various County Offices, Planning and Growth Management and others, Boards, including the Planning Commission, and eventually the Commissioners. The PTRC will prepare and submit comments at every step of the process. We suggest that everyone having an interest in the Port Tobacco River, the communities in the watershed, and growth in Charles County submit detailed fact based comments. The PTRC will appreciate receiving copies of your comments as part of the process of preparing the comments that we submit. The Port Tobacco River Conservancy Surface-Water Monitoring and Study of Ground-Water Project was a three year initiative funded through a U.S. Environmental Protection Agency (EPA) Grant Agreement awarded in April 2007. EPA grant and matching funds supported the introduction of advanced techniques by the U.S. Geological Survey (USGS). This added another dimension to the surface-water data collected since 2003 by Port Tobacco River Conservancy (PTRC) volunteers in the river and streams throughout the 47 square mile Port Tobacco River watershed. Project funds also supported a new ground-water study conducted by USGS and PTRC water monitors of a 145 home, river-side development built in the 1950s in Port Tobacco, MD. The attached comments on the proposed zoning text amendment are submitted by the Port Tobacco River Conservancy (PTRC). Members of the Conservancy attended the public meeting held on January 26, 2009. Subsequent to the public meeting, as part of our effort to garner as much factual information on the proposal and to understand the implications on our community and the natural resources of the Port Tobacco River (PTR), we met with representatives of the applicant (Loiderman, Soltez and Associates) and Charles County Planning and Growth Management staff. In addition several of our members have spent considerable time reading and discussing the proposed ZTA and evaluating it in relation to adopted Charles County plans and planning documents prepared for Charles County government.
